    Pre-trial (out-of-court) procedure for appealing decisions

    6. The complaint must contain:

    8. The received complaint is subject to registration no later than the working day following the day of receipt.

    9. The maximum period for consideration of a complaint is 15 working days from the date of its registration. The term for consideration of the complaint is 5 working days from the date of its registration in cases of appeal by the applicant:

    9.1. Refusal to accept documents.

    9.2. Refusal to correct typos and errors made in documents issued as a result of the provision of public services.

    9.3. Violations of the deadline for correcting typos and errors.

    10. Based on the results of consideration of the complaint, a decision is made to satisfy the complaint (in whole or in part) or to refuse to satisfy the complaint.

    11. The decision must contain:

    11.1. Name of the body that considered the complaint, position, surname, name, patronymic (if any) of the official who made the decision on the complaint.

    14. The body authorized to consider the complaint shall refuse to satisfy it in the following cases:

    14.1. Recognition of the contested decisions and (or) actions (inaction) as legal, not violating the rights and freedoms of the applicant.

    14.2. Filing a complaint by a person whose authority has not been confirmed in the manner prescribed by the regulatory legal acts of the Russian Federation and the city of Moscow.

    14.3. Lack of the applicant's right to receive public services.

    14.4. Availability:

    14.4.1. A court decision that has entered into legal force on the applicant's complaint with identical subject matter and grounds.

    14.4.2. A decision on a complaint made earlier in a pre-trial (out-of-court) procedure in relation to the same applicant and on the same subject of the complaint (with the exception of cases of appealing against earlier decisions to a higher authority).

    15. The complaint shall be left unanswered on the merits in the following cases:

    15.1. The presence in the complaint of obscene or offensive language, threats to life, health and property of officials, as well as members of their families.

    15.2. If the text of the complaint (its part), surname, postal address and e-mail address are unreadable.

    15.3. If the complaint does not indicate the name of the applicant (representative of the applicant) or the postal address and e-mail address to which the response should be sent.

    15.4. If the body authorized to consider the complaint received a request from the applicant (representative of the applicant) to withdraw the complaint before a decision was made on the complaint.

    16. The decision to satisfy the complaint or to refuse to satisfy the complaint shall be sent to the applicant (representative of the applicant) no later than the working day following the day of its adoption, at the postal address indicated in the complaint. At the request of the applicant, the decision is also sent to the e-mail address indicated in the complaint (in the form electronic document signed electronic signature authorized official). In the same manner, the applicant (representative of the applicant) is sent a decision on the complaint, in which only an e-mail address is indicated for a response, and the mailing address is missing or illegible.

    17. If the complaint is left unanswered on the merits, the applicant (his representative) shall be sent, no later than the working day following the day of registration of the complaint, a written reasoned notice indicating the grounds (except for cases when the complaint does not indicate the mailing address and e-mail address reply emails or they are unreadable). The notification shall be sent in the manner prescribed for sending a decision on the complaint.

    18. A complaint filed in violation of the rules on competence established by clause 5.4 of these Regulations shall be sent no later than the working day following the day of its registration to the body authorized to consider the complaint, with simultaneous written notification of the applicant (his representative) about the redirection complaints (unless the complaint does not include a postal address and an email address for a response or they are illegible). The notification shall be sent in the manner prescribed for sending a decision on the complaint.

    19. Filing a complaint in a pre-trial (out-of-court) procedure does not exclude the right of the applicant (representative of the applicant) to simultaneously or subsequently file a complaint with the court.

    20. Informing applicants about the judicial and pre-trial (out-of-court) procedure for appealing decisions and (or) actions (inaction) committed in the provision of public services should be carried out by:

    20.1. Placement of relevant information on the Portal of state and municipal services (functions) of the city of Moscow and stands in places where public services are provided.

    20.2. Advising applicants, including by telephone, e-mail, in person.

    21. If, during or as a result of consideration of a complaint, signs of an administrative offense or crime are established, the official authorized to consider the complaint shall immediately send the available materials to the prosecutor's office.

    2. Termination or suspension of one or more documents required for the provision of public services.

    3. The applicant submitted an incomplete set of documents subject to mandatory submission by the applicant.

    Grounds for refusal to provide services

    1. Grounds for refusing to accept documents required for the provision of public services, if they are identified after receiving the application and other documents required for the provision of public services.

    2. The types of work specified in the application for a permit do not correspond to the previously agreed project documentation for the preservation of a cultural heritage site.

    3. Suspension of activities (liquidation) of the legal entity - the applicant.

    4. The applicant does not have a license to carry out work on the preservation of cultural heritage objects or the types of work specified in the application for the issuance of the Permit are not included in the applicant's license for the right to carry out such work.

    5. Non-compliance of documents with the requirements of Articles 5.1, 36, 40, 41, 42, 45, 47.2, 47.3 of the Federal Law of June 25, 2002 No. 73-FZ "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation".

    SRP-2007.4.1

    Introduction

    These recommendations were developed in connection with the adoption of the Federal Law "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation" dated June 25, 2002 No. 73-FZ and the Code of Restoration Rules (SRP-2007).

    The recommendations define the tasks of restoration, establish the procedure for organizing and conducting research, restoration, emergency response and preventive work at cultural heritage sites - monuments of monumental sculpture.

    1. Terms and definitions

    1.1. Monuments of monumental sculpture: Monumental sculptures created to commemorate people or historical events and monuments monumental decorative arts outdoors from various materials.

    1.2. The subject of protection of the monument of monumental sculpture: features of the original appearance of the monument and the elements that make up the ensemble of the monument, which served as the basis for inclusion in the list of cultural heritage sites and are subject to mandatory preservation.

    1.3. Restoration Council. A council (commission) specially created or existing under the body for the protection of cultural heritage objects (or under the organization of the Customer) from representatives of the state body for the protection of monuments and specialists. The Restoration Council exercises scientific and methodological control over the conduct of conservation, restoration and research work directly at the site at all stages of their implementation.

    1.4. Technical task for work on the monument of monumental sculpture (Terms of Reference). Determines the composition of research and restoration work on the monument, their scope, validity and sequence based on the decision of the restoration council. The development of the Terms of Reference is coordinated by the customer or entrusted by the customer as part of the preliminary work to a contractor who has the necessary qualifications and a license to this species works.

    1.5. The act of the technical condition of the monument of monumental sculpture. Compiled based on the results of the preliminary work carried out in order to survey the monument and develop the Terms of Reference. Contains the data necessary for the preparation of the estimated cost of work.

    1.6. Restoration technique: A document containing conclusions from the results of scientific research and the actual methodology, which contains the recipes, methods and sequence of all conservation and restoration operations. The restoration methodology is developed by the performer (contractor) after its determination.

    2. General provisions

    2.1. The objects of cultural heritage - monuments of monumental sculpture (PMS) include monumental sculptural works created to commemorate people or historical events and monuments of monumental decorative art, located in the open air.

    Monumental sculpture, as an art form, combines various in scale, technical complexity, plastic solutions building types:

    Single statues and sculptural compositions, busts, tombstones, slabs with relief or inscription, etc.;

    Unique architectural decor and sculptural compositions for building facades;

    Ensembles - memorial, park, ensembles of city monuments. Ensemble monumental monument includes, in addition to the sculptural dominant, elements such as fences, borders, benches, flights of stairs, cabinets, decorative vases, etc.;

    Monuments of small architectural forms - columns, obelisks, triumphal arches, lanterns, lattices, cannons, fountains, bells, etc.

    2.2. Different constructive and plastic complexity of PMS determines different variants design and executive documentation for the implementation of scientific and restoration work.

    2.3. The scientific restoration of the PMS as an object of cultural heritage consists in the development of a system of measures aimed at preserving the material structure of the monument, its historical, cultural and artistic features.

    2.4. Scientific restoration requires strict preservation of the technological and cultural-historical information contained in the material structure of the monument, regardless of modern aesthetic assessments. Restoration technologies, technical means and materials should not distort this information, as well as prevent repeated restorations.

    2.5. The main rule for carrying out scientific and restoration work is to justify any intervention in the current state of the monument.

    2.6. One of the conditions for maintaining the expositional appearance and ensuring the safety of a monument of monumental art is the systematic monitoring and implementation of restoration work and preventive, ongoing care.

    3. The procedure for issuing documentation for the performance of work

    3.5. In accordance with the decision of the restoration council, the customer organizes the development of the Terms of Reference for work on the monument of monumental sculpture (hereinafter referred to as the Terms of Reference). The development of the Terms of Reference is coordinated by the customer or entrusted by the customer as part of the preliminary work to the contractor who has a license for this type of work (p. . - . of these Recommendations).

    The terms of reference is the main document that determines the set of research and restoration works on the monument, their validity and sequence, therefore this document must be prepared by qualified specialists - restorers of monumental sculpture, with the involvement, if necessary, of architects and engineers.

    3.6. The terms of reference and the estimated cost of work, calculated on its basis as part of the preliminary work, are published as part of the tender documentation to determine the performer (contractor) of work on the monument of monumental sculpture or transferred by the customer to the performer when performing work without a tender.

    3.7. The terms of reference are the basis for the restoration methodology (similar to the restoration project for architectural monuments). The restoration methodology is developed by the performer (contractor) after its determination.

    During the restoration, the technique can be supplemented, refined or changed. Clarifications or changes in the methodology are also approved at intermediate restoration councils and recorded in the minutes.

    3.8. The assignment and permission to carry out work on the preservation of objects of cultural heritage of federal significance is agreed and issued by the Federal Service for Supervision of Compliance with Legislation in the Field of Protection of Cultural Heritage and on the basis of the "Temporary procedure for considering applications from applicants and issuing assignments and permits for carrying out work to preserve objects of cultural heritage (monuments of history and culture) of federal significance", approved by the Decree of Rosokhrankultura dated December 15, 2008 No. 10.

    3.9. The performer of restoration works can start their implementation after obtaining a permit issued by the authorities for the protection of cultural heritage sites.

    3.10. Restoration, conservation and studies of monuments related to conservation and restoration work, as well as the preparation of scientific and restoration documentation, is carried out at the expense of the customer.

    3.11. The agreement (contract), signed by the customer and the contractor, stipulates the conditions for the performance of work, mutual obligations, the procedure for financing, reporting forms, the start and completion dates for work. The agreement (contract) shall be accompanied by estimates, work schedule, licenses, if necessary, a protocol of disagreements and other documents.

    3.12. When performing work that is not provided for by the current prices (changes in process technology, introduction of new materials, etc.), it is allowed to apply standards by analogy or draw up unit prices drawn up in the prescribed manner and approved by the customer.

    3.13. In the event that unrecorded types and volumes of work are identified during the restoration process, the contractor draws up local and performance estimates based on the Acts of hidden and newly discovered works.

    4. Preliminary work

    4.1 Preliminary work is carried out in order to develop the Terms of Reference for carrying out work on a monument of monumental sculpture in accordance with the decision of the Restoration Council (restoration and conservation or emergency work, individual studies or complex research work) and the preparation of documents to determine the estimated cost of these works.

    4.2. The customer organizes the development of the terms of reference and can entrust the preliminary work to a contractor specializing in the field of restoration of monuments of monumental sculpture and having an appropriate license for restoration activities.

    Preliminary work can be performed by the contractor on the basis of separate agreement with the customer or a letter of guarantee and should be subsequently included in the summary estimate for the restoration of the monument as a whole or a separate stage of restoration.

    4.3. Based on the results of the preliminary work, an "Act of the technical condition of the monument" is drawn up. The structure of the "Act" includes the following sections, corresponding to the composition of the preliminary work on the monument:

    Analysis of information about the existing documentation on the monument;

    Results of a preliminary field survey (defective list);

    Measurements of the monument, determination of the scope of restoration work (list of scopes of work);

    Terms of reference for carrying out work on the PMS.

    4.4. An analytical review of the existing documentation on the PMS involves familiarization with the research, design and executive documentation on the historical and archival surveys that have taken place, surveys of the state of the PMS, restoration and repair work.

    The customer is obliged to provide the performer of these works with the opportunity to familiarize themselves with the archival materials at the disposal of the customer on the PMS (restoration reports and passports, protocols of restoration councils, inspection certificates, etc.).

    4.5. A preliminary field survey of the PMS is carried out in the amount necessary to draw up a defective list and a technological scheme for restoration work (Terms of Reference). For this purpose, a visual field survey of the PMS is carried out.

    A visual field survey establishes the features of the constructive, technical and artistic condition of the PMS as a whole and its individual elements, determines the nature of its change over time, the degree of accident. A full-scale survey is carried out from the scaffolding if this is required by the size of the monument. The survey provides:

    The study of the state of preservation of plastic sculpture, the causes and nature of losses, breakdowns, deformations, the presence and state of preservation of completions, reconstructions, etc.;

    Definition technological features sculpture production: methods of casting, connection of parts, nature of surface treatment (casting, forging, embossing, polished, polished, etc.);

    Identification of foundry, welded, corrosion, mechanical defects, foreign inclusions;

    Identification of the degree and types of pollution and biocontamination of the monument;

    Determination of the state of preservation of protective, decorative and conservation coatings.

    Identified defects are described and recorded in the "Defective List", which is one of the sections of the "State Report of the technical condition of the monument". It should reflect all detected defects of the alloy and stone (cracks, through holes, author's and restoration inserts, chips, potholes, various types of pollution, etc.), their description and dimensions are given.

    4.6. In the process of preliminary work, PMS measurements are carried out. Based on the measurements carried out, schematic drawings are made illustrating the overall dimensions and dimensions of individual structural elements of the PMS.

    The previously made measurements of the monument available in the archives are copied with reference to the source used.

    4.7. In the process of preliminary work, it is necessary to take photographs of the PMS with fixation of the detected defects.

    4.8. The types and volumes of work on the monument, the need for which was established in the course of preliminary work, are entered in the "Bill of Works".

    4.9. "Act of the technical condition of the monument" is adopted by the Restoration Council and approved by the customer.

    4.10. On the instructions of the customer, the composition of the "Act of the technical condition of the monument" may include an estimate for the work. In this case, the "Bill of Quantities" is compiled by the contractor in the prescribed form, agreed with the customer and transferred to the contractor for budgeting.

    4.11. If necessary, estimate documentation is prepared by specialists-estimators, on the basis of a contract with the contractor or customer.

    4.12. When carrying out restoration work on a monument of monumental sculpture of low complexity and small volumes (vases, busts, etc.), it is possible to draw up a Terms of Reference based on the decision of the Restoration Council without carrying out preliminary work. If it is necessary to take prompt measures related to damage, the consequences of acts of vandalism, accidents, etc. it is allowed to draw up an "Act of the technical condition of the monument" also without carrying out preliminary work. At the same time, the documentation must contain sufficient information about the state of the monument to draw up a program of priority repair, restoration, emergency response and conservation work (Terms of Reference). The act is drawn up on the basis of a visual examination of the monument and includes a description of the state of preservation of the monument and the identified causes of destruction.

    5. Specifics and types of destruction of monuments of monumental sculpture (PMS)

    5.1. The operating conditions of PMS in the open atmosphere significantly affect the state of their preservation. Like architectural monuments, they have been exposed to climatic factors and corrosive gases for decades. industrial atmosphere. In addition, the lack of current care and unskilled restorative intervention negatively affect the safety of PMS.

    5.2. The specificity and complexity of PMS restoration are due to a number of factors related to:

    The variety of forms of artistic and plastic embodiment;

    The variety of materials used and the technology of their manufacture;

    Various options for engineering and design solutions;

    Harsh operating conditions in the open air;

    A variety of causes and types of their destruction.

    5.3. The main causes and types of destruction of PMS from metals and alloys:

    The presence in the sculpture of numerous foundry and welded defects, cracks, shells, foreign inclusions, due to the imperfection of manufacturing technology and the use of low-quality casting and sheet materials;

    Destruction as a result of atmospheric and other types of corrosion of the main and auxiliary materials of the monument;

    Destruction from the action of water (atmospheric and condensation moisture) associated with design flaws and lack of drains;

    Wear of the surface as a result of the use of non-weather-resistant mechanically fragile protective and decorative coatings that need periodic replacement;

    Damage, breakage, loss, chips, failures as a result of mechanical influences.

    5.4. The main causes and types of destruction of PMS from stone:

    Destruction due to technological reasons, improper selection and use of materials with stone defects associated with the structure and physico-chemical properties of rock-forming minerals, and defects due to deficiencies in mining and processing;

    The use of corrosion-resistant metal fasteners, etc.;

    Destruction as a result of atmospheric weathering, leading to the loss of polishing, the appearance of cracks, delamination, peeling (desquamation), granulation, destruction of the surface layer;

    Surface damage caused by a biological factor.

    5.5. Causes and types of destruction of pedestals:

    Defects of technological origin: careless laying of blocks and slabs of stone; lack of waterproofing between the foundation and the pedestal; the absence of hidden drains of condensation water from the sculpture through the pedestal into the drainage system, the use of corrosion-resistant metals and alloys for attaching the sculpture and facing plates to the internal building structure, leading to contamination of the surface with rust streaks;

    The most common phenomenon is the leakage of joints between blocks and facing slabs, which results in the penetration of moisture into the structure and the associated processes of destruction of the masonry of the pedestal, leaching of masonry mortars.

    6. Research work (R&D)

    6.1. A common part. Research program. Development of a restoration technique

    6.1.1 Research work can be carried out in a different scope depending on the status of the monument, the goals and scope of the proposed restoration work, the availability of documentation on previously completed research and the level of their professional performance.

    Research work can be implemented either in the form of complex research, or in the form of research on individual analytical, technological or historical and bibliographic issues.

    Research work is an integral part of the entire scientific and restoration process. They begin at the stage of preliminary work and continue at all stages of the restoration of the PMS.

    Studies of the monument of monumental sculpture are carried out with the aim of:

    Substantiation of the program of restoration works;

    Development of restoration methods - the choice of restoration technologies and materials, taking into account its individual characteristics of PMS.

    6.1.2. The research program is compiled in accordance with the Terms of Reference for carrying out work on the monument of monumental sculpture. A comprehensive research program should include the study of all the main problems that are caused by the state of PMS.

    6.1.3. Prior to the start of research work, the executor determines the supervisor of these works. Only specialists with extensive experience in scientific and restoration activities can be the head of complex research and development of a methodology for the restoration of a monument.

    6.1.4. The supervisor is responsible for the completeness (validity) and quality of research and experimental work. Coordination of research work is carried out by the organization responsible for the scientific restoration of the monument.

    6.1.5. Based on the results of the study of the monument, a "Draft Methodology for the Restoration of a Monument of Monumental Sculpture" is being developed, which should regulate the sequence and content of restoration technological operations. The draft methodology is developed by the contractor.

    6.1.6. The draft methodology (with the attached license) is submitted for approval to the state authorities for the protection of monuments or to the customer of the work (depending on the status of the monument).

    Before approval, the draft methodology can be sent for examination to specialists of restoration and specialized research organizations. The period of examination should not exceed two months.

    6.1.7. After making necessary additions and corrections, the draft methodology is agreed as "Methodology for the restoration of a monument of monumental sculpture (name of the work)". It contains conclusions from the results of scientific research and the methodology itself, which lists the recipes, methods and sequence of all conservation and restoration operations.

    After agreement, the methodology becomes an independent document, in accordance with which restoration work is carried out. Compliance with the provisions of the methodology for performers is mandatory.

    In cases of using previously developed methods tested on similar objects, it is necessary to substantiate the possibility of their application at this object.

    6.1.8. In cases where not complex research is carried out, but separate types of research, the draft methodology is developed on the basis of the conclusions of specialists in the research.

    6.1.9. The methodology is the main document that determines the nature and technology of conservation and restoration work. During the restoration process, additional defects may be revealed that are sometimes impossible to detect during preliminary studies. In this regard, it is necessary to change or supplement some points of the methodology. Changes and additions to the methodology are agreed by the Restoration Council and recorded in the acts.

    6.2. Composition of research works

    6.2.1. The complex of research works includes:

    Archival, bibliographic and iconographic research;

    Field examination of the monument and photo fixation;

    Study of the main sculptural materials and restoration inserts, finishing touches, fasteners and frames;

    Study of the composition, structure and state of preservation of protective and decorative coatings;

    Study of the mineral and chemical composition, structural features, degree of preservation and degree of salinity of the stone;

    Investigation of the composition of pollution and biological research;

    The study of design features (framework, etc.);

    Engineering and geological research;

    Experimental work to prepare a draft restoration methodology.

    The research program for individual stages of restoration may contain one or more types of research in accordance with a specific technological task and the state of the PMS.

    6.2.2. The research work also includes the development of methodological proposals for bringing PMS to an expositional form (feasibility, concept and technology of mastication of large defects, tinting, recreating lost fragments of a monument or making copies).

    When developing proposals for bringing the monument to an exposition form, it is necessary to proceed from the fact that the restoration of the lost fragments of the monument is not always the goal of restoration work.

    6.3. Conducting research and scientific-experimental work to prepare a draft restoration methodology

    6.3.1. Archival, bibliographic and iconographic research.

    Historical and archival, bibliographic and iconographic research includes the identification, collection and study of archival, literary and illustrative materials on the history of creation, manufacturing technology, previous research and restoration, stored in archives, libraries, museums, restoration workshops and other institutions.

    Based on the materials of archival and bibliographic research, a history reference, which is included in R&D reports.

    If at the stage of preliminary work or in the process of performing research in the materials on the ICP, the presence of a historical reference made in sufficient volume and in a good professional level, the R&D report should provide a link to the previous documentation with the addition of information on the history of the existence of the PMS in recent years.

    6.3.2. Natural examination.

    When conducting a field survey, the degree of preservation of various materials of the monument is studied, for which non-destructive and laboratory (chemical, physico-chemical, etc.) types of research are used. Considering the complexity of sampling from sculptural monument, preference in research should be given to modern non-destructive methods of analysis (ultrasonic, optical-analytical, etc.).

    If sampling is necessary, the following rule should be observed: the sample should be minimal and taken in the least responsible or inaccessible places for review. Samples should be taken by an experienced conservator together with a laboratory employee or research specialist.

    6.3.3. Research of metals and alloys.

    The study of metals and alloys, from which the sculpture, seams, finishes, frame, fasteners, etc. are made, is carried out by the methods of chemical, physico-chemical and metallographic analyzes. The study of the chemical composition and structure of materials is necessary to justify the choice of methods for repairing defects, protective and decorative processing, and manufacturing experimental samples. Samples are taken in the form of scrapings or small cuts, shavings, sawdust with the help of a graver, drill, ultrasonic scalpel.

    6.3.4. Coating research.

    The study of the composition, structure and state of preservation on the sculpture of metals and alloys of natural and artificial patina, surface layers and corrosion products is carried out by various physicochemical and optical methods in order to substantiate fundamental decisions on the preservation or removal of artificial patina, assess the state of the surface, and select methods of removal old and applying new protective and decorative coatings.

    During the field survey, sites are determined for trial clearing in order to establish the number of layers and the nature of various coatings on metal and stone.

    Trial openings (clearing) of patina from layers, dirt, paints, etc. provide an opportunity to obtain information about the safety and presence of natural patina at a certain stage of formation.

    6.3.5. Study of the stone.

    The study of the mineral and chemical composition, petrographic characteristics of the stone, the quantitative and qualitative content of water-soluble salts, the composition of the destruction products of the surface layer is carried out in order to determine the degree of physical and chemical weathering of the stone and develop methods for clearing, repairing defects, structural strengthening and conservation.

    6.3.6. Biological research.

    They include mycological and bacteriological examination of all elements of the PMS: sculpture, pedestal, blind area, curbs, etc. They are carried out in order to determine the degree of infection with fungi, bacteria, algae and to identify the role of microorganisms in the processes of destruction of the surface layer of the stone, peeling, delamination, the formation of spots and deposits, color changes, etc. Based on the study, a conclusion is made about the need to use biocides and recommendations are given on the choice of restorative materials, taking into account their biostability.

    6.3.7. Engineering-geological research.

    Provide for the collection and assessment of geological and hydrogeological conditions in the territory of the ICP and include:

    The study geological structure site;

    Hydrogeological study to clarify the depth of groundwater;

    Study of the composition and condition of the foundation soils;

    Data on the design features of the monument, the type of foundation, the distribution of the load on the foundation soils;

    Data on the nature of deformations and the rate of their development;

    Materials of observations of the settlement of the monument and its elements.

    In order to determine the geometric dimensions and condition of the foundation materials, the depth of its laying, the presence of waterproofing, and to identify the type of foundation, exploration pits are torn off. When examining foundations in pits, the type of foundation material, its shape, dimensions and depth, the characteristics of stone and mortar, the presence of traces of weathering, leaching of stone and mortar, cracks and local destruction are determined.

    When studying the foundation masonry, it is necessary to identify the uniformity of the masonry and the approximate strength of stone and brick.

    All of these studies require a site plan and a site plan showing the ICP area at an appropriate scale.

    6.3.8. Based on the results of research, taking into account the requirements for restoration technologies and materials, scientific and experimental work is carried out.

    It includes:

    Experimental verification of existing methods in restoration practice as applied to this monument. The results of such a check should form the basis for choosing the most effective technologies and clarifying the latter in accordance with the conditions for the restoration;

    Development of new methods that have not been used anywhere before, taking into account the individual characteristics of PMS. All new materials must be tested in one of the research laboratories for compliance with the basic restoration requirements (frost resistance, light resistance, etc.).

    6.3.9. Experimental work on approbation of restoration materials and technologies should be carried out at the first stage of work on metal and stone samples similar to the original ones.

    6.3.10. To work out the modes of application, the concentrations of one or the restorative material, experimental work is carried out on the least critical areas of the PMS.

    6.3.11. Trial openings (clearings), as well as recipes and the method of performing experimental work on the monument, should be described in detail in the work log and report. Experimental plots are recorded on photographs, drawings or cartograms of the ICP.

    6.3.12. The results of scientific research and scientific and experimental work are summarized in a report on research work or issued in the form of conclusions about certain types of research.

    7. Rules for conducting restoration and conservation work

    The main rule for conducting conservation and restoration work is the validity of each intervention in the current state of the monument.

    7.1. Rules for conducting restoration and conservation work on monuments made of metals and alloys

    7.1.1. Removal of surface contaminants.

    The first and obligatory stage of restoration work at the PMS is the removal of surface contaminants: dust, cobwebs, soot, bird droppings, degraded coatings, loose corrosion products, grease and wax films, etc. This makes it possible to better identify existing defects.

    For this purpose, apply:

    Dry cleaning by hand with bristle brushes or vacuum cleaners;

    Washing with solutions of neutral synthetic detergents of complex action with high washing power at low concentrations, low temperatures and any water hardness;

    Washing with aqueous solutions (emulsions) of organic solvents, etc.

    It is unacceptable to use products that can lead to the destruction of the natural patina on the surface of the metal or alloy.

    7.1.2. Elimination of defects.

    One of the main and most difficult stages restoration work is the elimination of defects of various origins:

    To ensure the possibility of obtaining uniform and weather-resistant coatings, all finishing, inserts, fasteners, etc. should be made of an alloy identical in composition to the main one;

    Previously used foreign materials (for example, on a sculpture made of copper and its alloys - iron, lead, tin-lead solders, putties, etc.) during the restoration should be replaced with corrosion-resistant materials;

    Finishing, inserts, etc. must be attached either by welding (for example, using laser welding machines) or by mechanical connections that ensure tightness, but not by soldering (for copper alloy sculpture). For a sculpture made of zinc and a gouged sculpture consisting of soldered sheets, the soldering of individual inserts is quite acceptable;

    7.1.3. Compensation for losses.

    Compensation for the loss of large fragments is permissible only on the basis of three-dimensional analogues and, in exceptional cases, iconographic data. At the same time, the Restoration Council should be presented with the developed sketches, templates, life-size models, copies of analogies.

    In the absence of analogies, small additions to symmetrical elements or the addition of the so-called "by inertia" method are possible in cases of violation of the integrity of the artistic perception of the sculpture.

    It is necessary to make up for the loss of individual elements of the sculpture to ensure structural strength.

    In the manufacture of finishing touches and inserts, the following technological requirements must be observed:

    Complements must be made of metals and alloys identical to the main sculptural material;

    Cast inserts must be made using the same technique as the sculpture itself;

    Manufactured copies of lost parts must be replaced mechanically or by welding;

    Subsequent machining and embossing of the weld and heat-affected zone are required.

    7.1.4. Strengthening structural strength.

    In order to enhance structural strength, the following items should be provided in the draft methodology:

    In order to protect against corrosion and improve the strength properties of internal frames and fasteners made of ferrous metal, it is necessary to conserve them;

    In places where it is necessary to eliminate contacts of dissimilar metals and alloys, reliable protection inert materials and coatings;

    To prevent the accumulation of condensation and other water inside the sculpture, corrosion of frames, weight gain and imbalance, it is necessary to equip hidden drains in appropriate places.

    7.1.5. Protective and decorative processing of sculptures made of copper and its alloys with mineral coatings.

    Protective and decorative coatings of PMS made of copper and its alloys must be durable, weather-resistant, capable of regeneration and do not need additional protective coatings with organic films.

    These requirements are met by natural and artificial brown oxide patinas and green, olive, etc. two-layer patina.

    Remove all artificial films (sulfide patina, wax with soot, oil and other paints) from the natural patina on the sculpture without damaging the patina;

    Remove old paint. In exceptional cases, in the absence of a good patina under the paint, clearing should be carried out to pure bronze. Then you should apply a weatherproof coating (artificial patina) to the sculpture.

    Wire brushes (steel), cutting metal tools, abrasive materials, sandblasting.

    Strong mineral acids, alkalis, ammonia;

    protective treatment:

    Chemically unstable artificial mineral and organic coatings that need periodic replacement.

    Due to the large dimensions of the PMS and the restoration work carried out under non-standard conditions, when choosing the methods of protective and decorative processing, it is necessary to comply with the technological requirements for patination:

    It is recommended to apply chemical methods, which allow you to get a patina at room temperature and normal relative humidity using cold or heated solutions, in the absence of toxic and highly aggressive substances in them, and also on condition that the compositions are applied with a brush, swabs or spray;

    To obtain a patina with high protective and decorative qualities, the strictest observance of the formulation of patinating compositions and the modes of preliminary and subsequent processing of the surface of the sculpture is necessary;

    Surface preparation should consist of mechanical and chemical treatments.

    Patina quality control.

    The patina should be continuous, uniform and homogeneous in thickness, density, color, transparency, chemical composition, without loose areas, foreign inclusions and scratches. It should not contain compounds that dissolve in atmospheric water, actively react with it, condense moisture from the environment or adsorb aggressive substances that can react with patina or copper alloy.

    The patina must have:

    High chemical strength, good adhesion to the alloy;

    Sufficient mechanical strength, the ability to withstand the abrasive effects of dust, as well as the removal of contaminants;

    Resistance to high humidity;

    Must have characteristic color, texture, gloss, degree of transparency, uniformity.

    7.1.6. Protective and decorative processing of sculptures made of cast iron and other metals with paint coatings.

    Indications for restoration are the following factors:

    The paint coating is not continuous, fragile, has changed color, there are flaking, cracking and peeling, metal exposures are observed.

    Restoration activities include:

    Removal of old coatings and foreign deposits;

    surface preparation;

    Application of a new protective and decorative coating.

    Before applying a new coating, remove all contaminants, corrosion products, and old degraded paintwork from the surface. All alloy defects must be eliminated.

    Paint and varnish coatings must be multi-layered with the obligatory use of two-layer primers, which ensure the creation of an anti-corrosion coating layer and its good adhesion to the base.

    The option of applying a multi-layer paintwork must be tested on experimental samples and approved by the Restoration Council.

    It is necessary to comply with the requirements for the thickness of all layers of coatings, the consistency of materials, the modes of their application and drying.

    Coating quality control.

    The coating must be continuous, even, of the same thickness over the entire surface, and have good adhesion to the substrate. The coating should not have streaks, sagging, scratches, cracks and wrinkles, delamination, pores, bubbles, tuberosity ("orange peel"). All coating defects are a violation of the technology of its application (eg sagging, wrinkles) and a consequence of poor surface preparation (delamination, pores, etc.).

    If any defects in the coating are found, they must be eliminated.

    7.1.7. Protective and decorative processing of sculptures made of stainless steel, aluminum and their alloys without coatings.

    The indication for restoration is:

    Changes in the initial decorative qualities of the surface of a polished sculpture: darkening, tarnishing and changing the color background, the appearance of dark or colored contrasting spots, tarnishing, etc.

    Restoration work should include the removal of the changed metal layer by any mechanical or chemical means and repolishing. It should be noted that in this case, the original (author's) surface layer is partially disturbed, and a more intense loss of metal occurs on relief protrusions, sharp edges, etc. Therefore, the frequent renewal of the original coloristic and texture features on a sculpture made of materials with low weather resistance can lead to an irreversible distortion of the author's plasticity.

    7.2. Rules for conducting restoration and conservation work on the monuments of monumental stone sculpture

    Seal and seal the joints between the slabs using corrosion-resistant materials (lead, sealants, special plasticized joint mortars based on cement with low shrinkage);

    For the manufacture of various fasteners (anchors, pyrons, staples, etc.) use corrosion-resistant materials;

    An increase in operational loads associated with a change in the structural scheme of the monument due to the replacement of load-bearing elements during restoration with heavier ones, etc.

    Foundations and foundations can be strengthened by various methods: re-laying existing foundations and laying new foundations, using various methods of chemical soil stabilization, bored piles, etc.

    7.4. Restoration work on all elements of the PMS ensemble

    The development and implementation of repair and restoration measures for all elements of the ensemble are an obligatory part of the restoration of the PMS itself.

    They should contribute to the preservation of the original historical and artistic elements of the environment of the sculpture, its compositional connection with the environment.

    Activities should include restoration and repair work on all architectural and decorative elements (lanterns, vases, benches, stairs, etc.) and enclosing structures that make up a single ensemble with a monument of monumental sculpture.

    8. Organization of the restoration process at the facility

    8.1. Restoration organizations involved in the restoration of monuments of monumental sculpture must be equipped with all the equipment, inventory and materials necessary for this purpose.

    8.2. Restoration of monuments of monumental sculpture is carried out on the sites of their permanent exhibition, in the warm season or in stationary conditions, if necessary, dismantling.

    8.3. In the process of carrying out restoration work on a monument of monumental sculpture, the following should be provided:

    The sequence and procedure for carrying out restoration work;

    Preventive measures to protect the monument from possible damage and pollution during restoration work;

    Arrangement of scaffolding, scaffolding, lifting devices;

    Arrangement of places for warehousing and storage of materials, inventory and tools;

    Providing the object with water;

    Arrangement of places for collecting garbage and draining dirty water;

    Uninterrupted supply of materials, tools, inventory;

    Measures for the organization of safety, labor protection, fire safety.

    In case of complex research and restoration work with the participation of several restoration, construction, installation and other organizations, the general contractor must draw up a single calendar schedule, which provides for the sequence and rules for conducting all types of repair and restoration work.

    8.4 The installation of scaffolding and scaffolding for the restoration of monuments of monumental sculpture must be carried out in accordance with the work organization project.

    8.5. When working with solvents and other toxic materials, all workers must receive appropriate training.

    8.6. Restoration work on the monument can be carried out at a round-the-clock air temperature of at least 10 °C.

    8.7. At the monument of monumental sculpture, the direct supervisor of the restoration work is the head of the restoration team, who is responsible for the methodological orientation of the work.

    The responsibilities of the team leader include:

    Organization of the work of the team (team, specialists, restorers, etc.) with the rational use of working time, materials, equipment and inventory in compliance with the sequence of restoration processes;

    Distribution of work among team members in accordance with the qualifications of each restorer;

    Monitoring the observance by each restorer of the methodology and technology of restoration, checking the quality of work;

    Organization of photofixation and other types of fixation of restoration processes;

    Participation in the preparation of scientific and restoration documentation.

    8.8. To self-fulfillment Restoration work is allowed only by restorers with at least 10 years of experience in the restoration of monuments of monumental sculpture. The complexity of the assigned work must correspond to the restoration category, specialization and work experience of the restorer.

    8.9. The progress of the restoration and its results should be recorded in the work log and other restoration documentation, as well as in the final report.

    9. Scientific and restoration documentation

    9.1. The scientific and restoration documentation includes:

    Protocol of the Restoration Council on the scope of work on the monument;

    Technical task;

    Act of the technical condition of the monument;

    Program of research and experimental work;

    Methodology for carrying out restoration work;

    Research report (R&D);

    The final scientific and restoration report, as an appendix to which cartograms, photographs, descriptions are given, fixing the state of the monument before restoration, during it and after it;

    Protocols of the Restoration Councils and Acts of the Admission Committee.

    9.2. Approximate structure of the Methodology for carrying out restoration work:

    Title page indicating the object of restoration, the name of the performer, the names of the work manager and the authors of the methodology;

    Introduction (task for restoration, a brief extract from historical information);

    Conclusions based on the results of research and experimental work;

    Methods of restoration operations and their sequence;

    Safety requirements for working with chemicals.

    9.3. The "Research Report" summarizes the results of research and experimental work. The report must include, in this order:

    Title page;

    List of performers in alphabetical order indicating the position held, academic degree, title, restoration qualification; then the number of the section of the report compiled by this executor or the part of the research carried out by him is indicated;

    An abstract of research conducted, no more than 1 page;

    Main part;

    Applications.

    The main part of the "Research Report" includes the following sections:

    Brief historical information about the monument;

    Substantiation of the chosen areas of research and restoration work based on the results of field survey;

    Research work: method, content, analysis and generalization of research results, substantiation of the need for experimental work;

    Description of scientific and experimental work for the development of a project for the restoration methodology;

    Restoration methodology project;

    Illustrations (layouts of experimental sites, photographic documentation)

    9.4. The R&D report is signed by the manager and executors, after which it is transferred to the customer.

    9.5. Based on the results of the research work and in accordance with the submitted report, the customer, if necessary, clarifies the previously formulated provisions and requirements of the relevant sections of the Terms of Reference for research and restoration. If necessary, the new edition of the "Assignment" may provide for the accompanying restoration work. scientific research and experimental work. A report on this type of R&D can be drawn up independently or included in the final report as an intermediate section.

    Note. This structure of the R&D report provides for the conduct of research and scientific-experimental work in full. In cases where only certain types of research are carried out, their results are drawn up in the form of conclusions. The conclusion is signed by the responsible executors and the work manager. The conclusion is attached to the final restoration report.

    9.6. The structure of the "Final scientific and restoration report":

    Description of the state of the PMS based on the results of a field survey before restoration and additional data obtained during the restoration process;

    Description of the work performed in the process of restoration, types of fixation of these works and their results;

    Conclusion, which gives conclusions about the restoration and recommendations for storage and current care;

    Photographs of the monument before, during and after restoration.

    Appendix: Terms of Reference, minutes of the Restoration Councils.

    9.7. Photo fixation of the restored object is obligatory. She fixes general form monument (and its fragments), showing the degree of preservation of the monument and the nature of the destruction.

    9.8. General requirements to photos:

    Color photographs are made in the size of 18×24 cm, the size of 10×15 cm is allowed for some parts and fragments as agreed with the customer;

    If possible, photography of the object before restoration, during it and after completion of work should be carried out from one point;

    The frame should have a scale bar, b/w (and color) scale;

    Photographs must be clear, they must clearly show damage and other defects;

    When comparing photographs that record different stages of work, the results of restoration work should be clearly visible;

    Negatives, control prints or electronic media are stored in the archive of the restoration organization;

    The registration numbers of the negatives are indicated in the captions under the photographs included in the photo album for the report.

    9.9. If any of the listed sections are contained in a previously prepared report on "R&D", then appropriate indications should be made in the final report. It is mandatory to attach the approved methodology to the final report.

    9.10. The reporting document for the restoration of monuments of monumental sculpture, small in size and volume, may be a restoration passport used for movable monuments of history and culture (as applicable).

    9.11. The deadline for submitting the final reporting documentation is no later than 3 months after the acceptance of the work by the commission (Article 45, clause 6 of the Federal Law on Cultural Heritage Objects dated June 25, 2002 No. 73-FZ).

    10. Control over the production of restoration work

    10.1. State control over timely and high-quality conservation and restoration work is carried out by state bodies for the protection of cultural heritage objects

    10.2. In the process of carrying out conservation and restoration work on monuments of monumental sculpture, scientific and methodological control is carried out.

    10.3. Scientific and methodological control over the conduct of conservation and restoration work directly at the site is carried out by the Restoration Council. It should include experienced restorers, specialists different profiles- engineers, physicists, chemists, biologists, art critics, a representative of the state body for the protection of monuments, a representative of the customer.

    10.4. The task of scientific and methodological control is to ensure compliance methodological principles conducting restoration work, monitoring the practical implementation of the approved methodology for conservation and restoration work.

    10.5. The Restoration Council considers and resolves methodological issues of conducting restoration work, determines the task for restoration, the program of scientific research work, the methodological focus, sequence and nature of each stage of conservation and restoration work, checks their quality and professional level, compliance with the methodology, timeliness and reliability of documentary fixation monitors the implementation of methodological recommendations.

    10.6. The results of the work of the Restoration Council are drawn up in the form of conclusions or protocols signed by all members of the Council, brought to the attention of the monument protection authorities, the customer, the contractor and other interested organizations.

    10.7. The head of the team of restorers for each meeting of the council is obliged to submit working documentation - photographic fixation and other documentation on the amount of work submitted for consideration by the council.

    11. Delivery and acceptance of completed restoration works

    11.1. Delivery and acceptance of completed restoration work on a monument of monumental sculpture are carried out respectively by the head of work and the Restoration Council (commission).

    11.2. All the necessary documentation must be prepared for delivery with the assignment, research report, methodology, minutes of all meetings held at the facility, photographic documentation, analysis results, expert opinions.

    11.3. Based on the results of the delivery and acceptance of restoration work, an act or protocol is drawn up with a mandatory assessment of the professional level of the restoration performed. The act (protocol) is signed by all members of the Restoration Council.

    11.4. The Restoration Council is presented with acts (protocols) of newly discovered and hidden defects for signature. In case of a dissenting opinion, a member of the commission puts his signature with his motivation.

    11.5. Restoration works are considered handed over only after the execution of the Act (protocol) of acceptance of completed works.

    11.6. Reporting documentation with the application of the Act (protocol) of acceptance of restoration work within 3 months after completion of work is transferred to the Customer and submitted to the state body for the protection of monuments (Article 45, clause 6 of the Federal Law on Cultural Heritage Objects dated 06/25/2002 No. 73- FZ).

    12. Responsibility for the preservation of the restored work of monumental sculpture. Operation and current care

    12.1. The balance holder, user, owner of the monument is obliged to ensure the safe maintenance of the monument.

    12.2. Responsibility for the results of the restoration work carried out rests with the executing organization of the restoration work and the Restoration Council (commission) that accepted these works.

    12.3. Regular control over the preservation of restored monuments of monumental sculpture is provided by the monument protection authorities.

    Control and preventive inspections are carried out at least once a year with the participation of representatives of the user or owner of the monument and the organization that carried out the conservation and restoration work.

    12.4. The exposition view and good state of preservation of the monument of monumental sculpture after the restoration work is ensured by the system of current care of the monument and preventive measures.

    12.5 The current care of a monument of monumental sculpture consists of dry cleaning of the surface from various contaminants, washing and control inspections.

    Systematic cleaning of any foreign materials (dust, soot, soot, bird droppings, castings, etc.) and washing improve the decorative qualities of the monument, prevent the destruction of its materials.

    12.6. The balance holder, user, etc., the state body for the protection of monuments must annually carry out preventive work on the current care of works of monumental sculpture on the basis of an agreement with the performer.

    12.7. Restoration organizations that carried out the restoration of the monument should be involved as the executor of preventive work on the current care of the monument. If necessary, in some cases, it is possible to involve an organization or experienced restorers with experience in the restoration of monuments of monumental sculpture for at least 5 years.

    "On Licensing Activities for the Preservation of Cultural Heritage Objects (Monuments of History and Culture) of the Peoples of the Russian Federation"

    In order to implement the Federal Law "On Licensing Certain Types of Activities", the Government of the Russian Federation decides:

    1. Approve the attached Regulations on Licensing Activities for the Preservation of Cultural Heritage Objects (Historical and Cultural Monuments) of the Peoples of the Russian Federation.

    2. Introduce the following changes to the Regulations on the Ministry of Culture of the Russian Federation, approved by Decree of the Government of the Russian Federation of July 20, 2011 N 590 (Sobranie Zakonodatelstva Rossiyskoy Federatsii, 2011, N 31, Art. 4758):

    a) subparagraph 5.4.4 shall be stated as follows:

    "5.4.4. Licensing of activities for the preservation of cultural heritage objects (monuments of history and culture) of the peoples of the Russian Federation;";

    4. The implementation of the powers provided for by this resolution is carried out within the limits of the maximum number of employees of the Ministry of Culture of the Russian Federation established by the Government of the Russian Federation, as well as within the budgetary allocations provided for by the Ministry in the federal budget for leadership and management in the field of established functions.

    With changes and additions from:

    1. This Regulation determines the procedure for licensing activities for the preservation of cultural heritage objects (monuments of history and culture) of the peoples of the Russian Federation (hereinafter - objects), carried out by legal entities and individual entrepreneurs.

    2. Licensing of activities for the conservation of objects is carried out by the Ministry of Culture of the Russian Federation (hereinafter referred to as the licensing authority).

    4. Licensing requirements for a license applicant (licensee) to carry out activities for the conservation of objects are:

    a) to perform the work specified in paragraphs 1, 3 - 10 of the list given in the appendix to this Regulation:

    for a legal entity - the presence in the staff of the license applicant (licensee) of at least 3 employees holding the positions of managers (general director (director), his deputies, chief engineer, chief architect, foreman, head of department), responsible for the implementation of the licensed activity, who have passed certification in the field of conservation of objects in the manner established by the Ministry of Culture of the Russian Federation, and having work experience in the field of conservation of objects necessary to perform the declared work, at least 3 years over the past 10 years;

    for an individual entrepreneur - passing certification in the field of conservation of objects in the manner established by the Ministry of Culture of the Russian Federation, as well as the presence of work experience in the field of conservation of objects necessary to perform the declared work, at least 3 years over the past 10 years or employees who have concluded contracts with an individual entrepreneur employment contracts and corresponding to the licensing requirements for a license applicant (licensee) - an individual entrepreneur;

    b) to perform the work specified in paragraphs 2 and the list given in the appendix to this Regulation:

    for a legal entity - the presence in the state of the license applicant (licensee) of at least 3 employees holding the positions of managers (general director (director), his deputies, chief engineer, chief architect, foreman) responsible for the implementation of the licensed activity, having a professional education, having the appropriate qualifications and having work experience in the field of conservation of objects, necessary for the performance of the declared work, at least 3 years over the past 10 years;

    for an individual entrepreneur - availability vocational education, relevant qualifications and work experience in the field of conservation of objects necessary for the performance of the declared work, at least 3 years over the past 10 years or employees who have concluded employment contracts with an individual entrepreneur and meet the licensing requirements for a license applicant (licensee) - an individual entrepreneur;

    c) carrying out by the licensee of work on the preservation of objects in the manner prescribed by Article 45 of the Federal Law "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation".

    5. Gross violations of license requirements include violations of the requirements provided for in subparagraphs "a", "b" and "c" of paragraph 4 of these Regulations, which entailed the consequences established by part 11 of article 19 of the Federal Law

    6. To obtain a license, the license applicant (licensee) sends or submits to the licensing authority an application and documents (copies of documents) specified in Part 1 and Clause 4 of Part 3 of Article 13 of the Federal Law "On Licensing Certain Types of Activities", as well as:

    a) copies of documents or duly certified extracts from documents confirming that the license applicant (licensee) - a legal entity - has employees specified in paragraph two of subparagraph "a" of paragraph 4

    b) copies of documents or duly certified extracts from documents confirming that the license applicant (licensee) - an individual entrepreneur has the necessary work experience in the field of conservation of objects or the presence in the staff of an individual entrepreneur of the employees specified in paragraph three of subparagraph "a" of paragraph 4 of this Regulations, as well as the availability of relevant work experience for such employees;

    c) copies of documents or duly certified extracts from documents confirming that the license applicant (licensee) has a legal entity in the staff of employees specified in paragraph two of subparagraph "b" of paragraph 4

    d) copies of documents or duly certified extracts from documents confirming that the license applicant (licensee) - an individual entrepreneur has professional education, qualifications, relevant work experience or the presence of employees specified in paragraph three of subparagraph "b" of paragraph 4 of these Regulations , as well as the availability of appropriate professional education, qualifications and work experience for such employees;

    7. Submission by the license applicant of an application and documents necessary for obtaining a license, their acceptance by the licensing authority, adoption by the licensing authority of a decision to grant a license (to refuse to grant a license), re-issuance, suspension, renewal of its validity, provision of a duplicate and a copy of the license, as well as the maintenance of the information resource and the register of licenses, the provision of information contained in the information resource and the register of licenses are carried out in accordance with the procedure established by the Federal Law "On Licensing Certain Types of Activities".

    8. If the licensee intends to carry out the licensed type of activity at the address of the place of its implementation that is not specified in the license, and (or) to perform new works constituting the licensed type of activity, this address and (or) information about the works that are the licensee intends to comply, as well as information confirming the compliance of the licensee with the licensing requirements specified in paragraph 4 of these Regulations.

    9. Information related to the implementation of a licensed type of activity, provided for in parts 1 and 2 of Article 21 of the Federal Law "On Licensing Certain Types of Activities", is posted in the official electronic or print media of the licensing authority and (or) on information stands at the premises of the licensing authority within 10 days from the date of:

    b) adoption by the licensing authority of a decision to grant or reissue a license, suspend, renew or terminate its validity;

    c) receiving information from the Federal Tax Service about the liquidation of a legal entity or the termination of its activities as a result of reorganization, the termination individual activities as an individual entrepreneur;

    d) the entry into force of the court decision on the annulment of the license.

    10. Licensing control is carried out in the manner prescribed by the Federal Law "On the Protection of the Rights legal entities and individual entrepreneurs when exercising state control (supervision) and municipal control", taking into account the specifics established by the Federal Law "On Licensing Certain Types of Activities".

    11. When checking the information contained in the application submitted by the license applicant (licensee) and the documents attached to it, the compliance of the license applicant (licensee) with licensing requirements, the licensing authority requests the information necessary for the provision of public services in the field of licensing, which is at the disposal of the bodies providing state services, bodies providing municipal services, other state bodies, bodies local government or subordinate government bodies or local self-government bodies of organizations, in the manner prescribed by the Federal Law "On the organization of the provision of state and municipal services."
