Regulations on the unified state register of cultural heritage objects (monuments of history and culture) of the peoples of the Russian Federation

1. This Regulation establishes the general principles for the formation and maintenance of a unified state register of cultural heritage objects (monuments of history and culture) of the peoples of the Russian Federation (hereinafter referred to as the Unified Register).

2. The unified register is a state information system that includes a data bank, the unity and comparability of which is ensured by general principles formation, methods and forms of maintaining the register (paragraph 2 of Article 15 of the Federal Law of June 25, 2002 N 73-FZ "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation").

3. The unified register is maintained by the Federal Service for Supervision of Compliance with Legislation in the Field of Cultural Heritage Protection (hereinafter - Rosokhrankultura) on paper. The maintenance of the Unified Register can be carried out along with paper on electronic media.

In case of discrepancy between the information contained on paper and information contained on electronic media, the information on paper shall have priority.

4. When objects of historical and cultural value are identified, Rosokhrankultura and the executive authorities of the constituent entities of the Russian Federation authorized in the field of protection of cultural heritage objects (hereinafter collectively - the bodies for the protection of cultural heritage objects) carry out their state registration in special documents.

5. Special documents in which data on objects of historical and cultural value are entered are registration cards, the form of maintenance of which is indicated in the appendix to this Regulation.

Registration cards are filled in Russian - the state language of the Russian Federation. When filling out registration cards, it is recommended to enter data on objects of historical and cultural value on a computer or typewriter in a clear, bright font, without blots and errors.

In sections III and VII of the registration card, respectively, a photographic image of the object, its plan, as well as a diagram of its location can be placed.

6. Registration cards are part of the Unified Register and are subject to indefinite storage subject to conditions that prevent their theft, loss, distortion, as well as falsification of the entered data. Destruction of registration cards is not allowed.

If an object of historical and cultural value is included in the Unified Register, its registration card is attached to the corresponding registration file of the cultural heritage object.

7. Based on the decisions of the authorities state power Rosokhrankultura includes cultural heritage objects in the Unified Register by assigning them registration numbers and monitoring data on objects during their registration in the Unified Register.

8. Registration numbers consist of Arabic numerals and are assigned to cultural heritage sites in general order as Rosokhrankultura receives the information and documents specified in Article 17 and paragraph 2 of Article 20 of the Federal Law of June 25, 2002 N 73-FZ "On Cultural Heritage Objects (monuments of history and culture) of the peoples of the Russian Federation" (hereinafter - the Federal Law ).

9. The registration number of an object of cultural heritage in the Unified Register is unique and cannot be assigned to another object of cultural heritage, including in the event of a change in the category of its historical and cultural significance, as well as a decision by the Government of the Russian Federation to exclude this object of cultural heritage from the Unified Register. register.

10. After the inclusion of a cultural heritage object in the Unified Register, the information and documents specified in Article 17 and paragraph 2 of Article 20 of the Federal Law constitute the accounting file of the cultural heritage object.

11. Accounting files of cultural heritage objects are subject to indefinite storage as a documentary support of the Unified Register. On their basis, the information resources of the Unified Register are formed, which ensure its automated maintenance.

Destruction, as well as withdrawal of accounting files, any documents from accounting files or their parts are not allowed.

12. Reporting documentation submitted upon acceptance of work on the preservation of a cultural heritage object to the body for the protection of cultural heritage objects is subject to attachment to the accounting file of this cultural heritage object.

13. The relevant authorities for the protection of cultural heritage objects provide individuals and legal entities with free information from the Unified Register contained in the documents specified in subparagraphs 3 - 10 of Article 17, as well as in paragraph 2 of Article 20 of the Federal Law.

14. Changing the information and documents of the Unified Register is carried out by the bodies for the protection of cultural heritage objects when monitoring data on cultural heritage objects, their examination and photographic fixation, as well as when entering into the Unified Register information about the presence of zones of protection of cultural heritage objects.

Changes in the information specified in subparagraphs 3 - 5 of Article 17 of the Federal Law are carried out in accordance with the decisions of state authorities.

The unified register is a state information system that includes a data bank, the unity and comparability of which is ensured through the general principles of formation, methods and forms of maintaining the register (paragraph 2 of Article 15 of the Federal Law of June 25, 2002 N 73-FZ "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation").

3. The unified register is maintained by the Ministry of Culture of the Russian Federation (hereinafter referred to as the Ministry of Culture of Russia) on paper and electronic media.

The basis for the registration of cultural heritage objects in the Unified Register by the Ministry of Culture of Russia is the decisions of state authorities on the inclusion of cultural heritage objects in the register (decisions on the acceptance of cultural heritage objects for state protection).

The submission by the bodies of protection of cultural heritage objects of documents confirming the change in information about cultural heritage objects registered in the Unified Register is the basis for entering the Ministry of Culture of Russia into the Unified Register of new data on cultural heritage objects registered in the Unified Register.

In the event of a change in the location (address) of a cultural heritage object, confirmation of information about the location (address) is provided by authorized bodies (organizations).

Documents (copies of documents) submitted to the Ministry of Culture of Russia are signed (certified) by a handwritten or qualified electronic signature authorized official of the cultural heritage protection body.

5. Registration of cultural heritage objects in the Unified Register by the Ministry of Culture of Russia is carried out by assigning registration numbers consisting of Arabic numerals to cultural heritage objects.

The registration number of the entry made in the Unified Register consists of 15 characters arranged in the following sequence:

SS (from 1 to 2 characters) - the code designation of the subject of the Russian Federation, established in accordance with the federal structure of the Russian Federation, defined by Article 65 of the Constitution of the Russian Federation;

YY (from 3 to 4 characters) - the last two digits of the year the entry was made in the state register;

B (digit 5) - subsection of the registration number characterizing the object of cultural heritage (monument - 1; ensemble - 2; sightseeing place - 3; object of archaeological heritage - 4);

XXXXXX (from 6 to 11 characters) - subsection of the registration number, which is unique serial number object of cultural heritage;

PPP (from 12 to 14 characters) - a subsection of the registration number, indicating the object composition of the cultural heritage object;

K (15th character) - a code characterizing the category of historical and cultural significance of a cultural heritage object (a cultural heritage object of local (municipal) significance - 4; a cultural heritage object regional significance- 5; object of cultural heritage of federal significance - 6).

Accounting files of cultural heritage objects are subject to indefinite storage in the federal body for the protection of cultural heritage objects, the regional body for the protection of cultural heritage objects. 8. Reporting documentation submitted upon acceptance of work on the preservation of a cultural heritage object to the body for the protection of cultural heritage objects, is subject to attachment to the accounting file of this cultural heritage object.

9. Physical and legal entities has the right to receive from the federal body for the protection of cultural heritage objects and from the regional body for the protection of cultural heritage objects an extract from the register containing the information specified in paragraph 2 of Article 20 of the Federal Law.

10. Monitoring of data on cultural heritage objects included in the register is carried out by the regional body for the protection of cultural heritage objects in order to timely change data on cultural heritage objects included in the register.

Changes in data on cultural heritage objects included in the register, based on the results of this monitoring, are entered into the register by the federal body for the protection of cultural heritage objects.

They will start a case, confiscate equipment, etc. Indeed, in almost all abandoned villages, those ruins of churches can be listed in the register as a monument.

Recently I saw the news on the review. A digger was caught digging at a distance of 200 meters from the cultural heritage site. The problem is that the current legislation does not define the boundaries of monuments and objects of cultural heritage. Therefore, you can catch anyone who digs nearby. And in order not to get involved in this whole thing, you need to know whether there is such an object at the intended detecting point or not. And if there is, then know him and stay away from him.

There is a website where you can see it. This is the unified state register of cultural heritage objects. There you can also see the object on the map, find out some of its details, and also see its photo.

You can find the monument registration number, name, region, address, category and type. To narrow the search field, if necessary, check the box in the main typology. Here in the screenshot, and above, examples of search and detailed information about the building.

By the way, this a new version registry site. The old one was much more detailed, and there were more objects. Perhaps in time it will all come back.
