It is illegal to claim only one trademark in the tender documentation - officials must indicate alternatives, says Nikolai Voznesensky, head of the Goltsblat antimonopoly service: “But it will be problematic to challenge the results of the tender. Only a company that submitted an application for participation in the tender, but it was rejected, can apply to the court.”

State funding for video passports became known after a meeting at the Ministry of Education and Science in December last year, where, as TASS correspondent Tatyana Vinogradova and the Komsomolskaya Pravda newspaper wrote, an employee of the ministry Yevgeny Silyanov said that Kizyakov receives money from the budget to create videos about orphans and is suing others charitable foundations if they try to use the term "video passport". A spokesman for the ministry did not answer Vedomosti's questions yesterday.

Mitroshenkov did not answer calls from Vedomosti. A spokesman for Channel One declined to comment.

Kizyakov confirmed to Vedomosti that he would no longer produce a program for Channel One. He insists that the producer of the program, Dom LLC, sent an official notice to Channel One at the beginning of June on his own initiative that he would no longer create a program for them: “We did this because of the unacceptable methods of work of the channel’s management.” Kizyakov refused to disclose the essence of the claims. “We do not know anything about the fact that the channel allegedly decided in April not to work with us anymore,” he emphasizes.

Kizyakov also insists that the break in relations with Pervy for Dom is not directly related to the video passport scandal: “Although it was extremely unpleasant for us that the channel did not protect us in this situation.”

Media reports that the TV program “So far, everyone is at home” will no longer be broadcast on Channel One. As a result, according to sources close to the leadership of Channel One, it turned out that Dom received money not only from the TV channel for the production of an outsourced program, but also from the state, as well as from sponsors. According to journalists, among those who allocated funds for the creation of a rubric about orphans, there was a manufacturer of ceramic tiles.

The Dom company, registered in 2015, is owned by Timur Kizyakov and Alexander Mitroshenkov. A very small share of Dom LLC in the amount of 1% is also owned by the head of the organization, Nina Podkolzina. Correspondents contacted a business partner of a well-known TV presenter, but he said that he had no information about the financial scandal. “I'm away,” RBC quotes the man.

And yet, to be precise, the “scandal” that these business organizations involved in the placement of children tried to inflate occurred in December. And for some reason, at that time, Channel One simply stepped aside and pretended not to know us. And now, in order to somehow save face, they have found a reason,” said Kizyakov.

The TV star also explained why he decided to stop working on Channel One. “The main reason is that we do not accept the Channel One leadership methods that are now being practiced there,” Kizyakov says.

At the moment, the employees of “So far, everyone is at home” are considering the future fate of the project, the radio station reports. "Moscow Speaks".

Recall that the popular program first appeared on the air of Channel One in 1992. The heading "You will have a child" began to be released fourteen years after the start of the TV show. Timur Kizyakov is the permanent host of the program.

However, according to RBC sources, the reason for the closure of the program on Channel One is the scandal that erupted in the fall of 2016 with the "video passports" of orphans.

Commercial companies linked to Kizyakov received more than 100 million rubles ($1.6 million) from the state to produce videos about orphans, Vedomosti calculated.

These videos were shown in the section "You will have a child", which was hosted by Elena Kizyakova's wife as part of "So far, everyone is at home." At the end of the video, viewers were shown a phone number where they could get advice about adopting a child.

The indignation of the leaders of charitable organizations and the media was caused by the fact that Kizyakov's companies became the owners of the exclusive right to produce such videos and receive subsidies from the state for them.

Kizyakov registered the video passport trademark, and only they could receive tenders from the Ministry of Education for the creation of such products. The creation of one video cost 100 thousand rubles (1.7 thousand dollars), the Ministry of Education said.

In addition, as a representative of the Ministry of Education and Science told at one of the meetings (TASS correspondent Tatyana Vinogradova cited his words on her Facebook), Kizyakov sued other charitable organizations that also tried to create similar projects.

Kizyakov said that all funding for the production of video passports came from government agencies - the Ministry of Education and Science or regional authorities.

"In order for a child to be seen, a certain amount of information is needed, a certain amount of professional work," he explained.

At the same time, Kizyakov claims that the rubric's sponsor - the tile manufacturer - had nothing to do with the videos, and the sponsor's gift goes to the children's institution where the child-hero of the rubric lives. Kizyakov included the expenses for the trip of journalists to the orphanage in the estimate for the production of the program - it was assumed that Channel One would pay for this.

“I wonder how the channel will comment that the presenters are leaving one by one. We will not make excuses, but will continue to do what we were doing. The program may die, but it cannot die,” Kizyakov said. He added that he is considering the possibility of signing a contract with another TV channel and continue to show "So far, everyone is at home."

The fact that the companies that belong to the creators of the program “So far, everyone is at home” received funding in the amount of about 110 million rubles. to create videos about orphans from the Ministry of Education and Science and at the same time from regional authorities, at the end of December 2016, the Vedomosti newspaper reported. According to the procurement documents examined by Vedomosti, the production of one such video passport costs 100,000 rubles.

According to RBC, in June 2017, the Ministry of Education and Science signed a contract with Dom LLC for 10 million rubles. to develop at least 100 new videos about children in need of adoption. According to the contract, the duration of the video should be 30 minutes, including eight minutes with the participation of the child himself. The contract also provides for the production and publication on the federal TV channel of at least six videos, each with a running time of at least 6 minutes. This part of the contract must be completed by October 3, 2017.

The representative of Channel One, Larisa Krymova, then told the publication that the channel was not aware that the company producing the program was filming video passports with money received from the state. She also said then that the channel intends to investigate whether this violates the terms of the contract.

According to the newspaper, Channel One pays about 1.5 million rubles for one issue of the program “So far, everyone is at home”. The column “You will have a child” also has a separate sponsor - the tile manufacturer Kerama Marazzi, part of this money is also received by the creators of the program.

In 2015, Alexander Mitroshenkov, Timur Kizyakov and Elena Kizyakova received the Russian Government Prize in the field of mass media for the column “You will have a child”.

In addition to Dom LLC, according to SPARK-Interfax, Timur Kizyakov, together with Elena Kizyakova and Alexander Mitroshenkov, is the founder of the Videopassport Charitable Foundation, Videopassport Child LLC, and Videopassport-Tula LLC. It was these companies, as Vedomosti previously wrote, that in 2011-2014 won state tenders for the creation of video passports about orphans and received state contracts for their production. At the same time, with charitable organizations that tried to use the term "video passport", the creators of "So far, everyone is at home" sued. As of December 2016, Vedomosti managed to find two such claims - one was withdrawn, and the second trademark owner received compensation of 20 thousand rubles.

The program “So far, everyone is at home” has been on the air since November 1992. As part of the program, its author and presenter Timur Kizyakov comes to visit the families of famous artists, writers, musicians and athletes.
