The state policy of recent months in the social sphere causes the deepest disappointment and protest in society (pension reform, VAT increase, the prohibition of "disrespect" of the authorities, anti-family projects). However, draft law No. 1072874-6 “On Amending the Federal Law “On Individual (Personalized) Accounting in the Compulsory Pension Insurance System” and Certain Legislative Acts of the Russian Federation” (http://sozd.duma.gov.ru/bill / 1072874-6), adopted on March 14, 2019 by the State Duma of the Russian Federation in the second reading. This law grossly violates the constitutional rights of citizens.

1. Forced assignment of personal identification numbers to citizens.

The law, which is being amended, - "On Individual (Personalized) Accounting in the System of Compulsory Pension Insurance" (No. 27-FZ), as can be seen from the title, concerns the registration of citizens in "pension insurance". However, the text of the bill speaks of a completely different area: “This Federal Law establishes the legal basis and principles for organizing individual (personalized) registration of information about citizens of the Russian Federation, foreign citizens permanently or temporarily residing (staying) in the territory of the Russian Federation and stateless persons in order to ensure realization of their rights in the system of compulsory pension insurance, as well as for the purpose of providing state and municipal services and performing state and municipal functions”.

That is, it is planned to expand the scope of the law to take into account citizens in all (and not just in pension) relations with the state. Such a deceitful trick was needed by the authorities solely to promote the anti-people initiative to assign numbers to citizens - identifiers.

This is done in the following way.

Initially, only "insured citizens" appeared in the law for the purposes of pension insurance. Now an additional (or rather the main new) category is being introduced into the law - “registered citizens” - these are “individuals who have an individual personal account opened in the individual accounting system ... also in order to provide state. and municipal services and performance of state and municipal functions” (Article 1). Absolutely everyone in Russia becomes such citizens, since the interaction of citizens with state structures begins from birth.

Moreover, if, under the current law, “individual accounting” is conducted only for the implementation of pension rights, then under the new law, also for the “provision of state. and municipal services and (or) the execution of state. and municipal functions ..., including using the insurance number of an individual personal account as an identifier of information about an individual” (Article 1). SNILS according to the new law is “a unique number of an individual personal account used to process information about an individual in the system of individual (personalized) accounting, and also used to identify and authenticate information about an individual when providing state. and municipal services and execution of state. and municipal functions.

SNILS becomes a permanent, irreplaceable personal (unique) number - an identifier of a citizen, since all information relating to a citizen is collected exclusively under this number.

At the same time, according to the draft Art. 6 SNILS is assigned both at the request of a citizen, and forcibly upon any application of a citizen for the provision of public services, regardless of the request of a citizen (the body providing the service sends information to the FIU).

According to the draft law, “the information contained in an individual personal account is systematically refined and supplemented, including on the basis of information received from the bodies providing state. and municipal services, other organizations” (clause 6, article 6).

As you can see, the use of a unique number to identify a citizen is laid down not only in relations with state bodies, but also with ordinary organizations (including commercial ones). The use of personal accounts for information exchange with any organizations is also directly stated in the article on the goals of the bill (Article 3). Interdepartmental exchange of data on citizens is planned to be carried out using the “identifier of information about an individual” (new version of Article 7.2 of the Federal Law “On the organization of the provision of state and municipal services”).

There is a fundamental change in the document on SNILS. Such a document as an “insurance certificate of compulsory pension insurance” is completely canceled, instead a new “document confirming registration in the system of individual (personalized) accounting, incl. in the form of an electronic document”, which will serve as a numbered personal identifier, gradually replacing the passport. With regard to certificates already issued to citizens, a rule is introduced on equating them with new documents (Article 7 of the draft).

Without the use of an identification document, a citizen will not be able to work or receive state (municipal) services, since the new edition directly gives any bodies providing services the right to demand such a document from a citizen (paragraph 3, part 2, article 14 of the Federal Law No. 27- FZ). In other words, neither enrollment in educational institutions, nor appeals to healthcare organizations, nor the receipt of social benefits, benefits will be impossible without the use of a citizen's numbered identifier - SNILS.

Attempts by representatives of the authorities to justify themselves by saying that the number is assigned not to a citizen, but to an account, are frankly false and ridiculous.

It is enough to open on the website of the State Duma of the Russian Federation the CONCLUSION OF THE DUMA COMMITTEE on labor, social policy and veterans' affairs, which explicitly states that the current law “does not contain provisions that allow full use of SNILS to identify citizens .... SNILS is proposed to be legally fixed as an IDENTIFIER of an INDIVIDUAL in the provision of state and municipal services.

It is no coincidence that in paragraph 1 of Art. 36.19 of the Federal Law of May 7, 1998 N 75-FZ "On Non-State Pension Funds" stated that "The Fund opens for each insured person a funded pension account with a permanent insurance number, which was assigned to the insured person by the Pension Fund of the Russian Federation when registering the insured person in the system mandatory pension insurance.

What is an "identifier"? “Identifier, ID (English data name, identifier - identifier) ​​is a unique feature of an object that allows you to distinguish it from other objects, i.e. identify" (Wikipedia). The identifier is currently the name of a person, which allows him to be individualized. According to paragraph 1 of Art. 19 of the Civil Code of the Russian Federation "a citizen acquires and exercises rights and obligations under his own name, including the surname and first name, as well as patronymic." According to paragraph 1 of Art. 150 of the Civil Code of the Russian Federation "personal dignity, honor and good name ..., other intangible benefits that belong to a citizen from birth or by virtue of law, are inalienable and non-transferable in any other way." It is the name that should be, by virtue of the law, an individualizing characteristic (identifier) ​​of a citizen.

It is worth recalling that at the Nuremberg trials, the international military tribunal, among other crimes of fascism, recognized the practice of assigning numbers to people as a crime against humanity that does not have a statute of limitations. Therefore, bills that involve the identification of citizens through a numbered identifier are criminal, they detract from human dignity, and violate the inalienable right of a person to a name.

But according to part 1 of Art. 21 of the Constitution of the Russian Federation “The dignity of the individual is protected by the state. Nothing can be grounds for belittling him." Therefore, the bill grossly violates the provisions of the Constitution of the Russian Federation.

2. Violation of all basic social rights of citizens.

According to the Constitution of the Russian Federation “The rights and freedoms of man and citizen are directly applicable. They determine the meaning, content and application of laws, the activities of the legislative and executive authorities ... ”(Article 18). “Everyone is guaranteed social security ...” (Part 1, Article 39). According to part 1 of Art. 43 "Everyone has the right to education." According to Art. 41 of the Constitution "Everyone has the right to health care and medical care."

“Everyone” means, regardless of whether he has a personal identification number. According to part 1 of Art. 45 of the Constitution "State. protection of human and civil rights and freedoms in the Russian Federation is guaranteed.” According to part 2 of Art. 55 of the Constitution "in the Russian Federation laws should not be issued that abolish or diminish the rights and freedoms of man and citizen."

Nevertheless, the new law excludes the interaction of a citizen and the state in the event that a citizen does not have a personal identification number, completely throwing him out of the system of social benefits, depriving him of all social rights enshrined in the Constitution of the Russian Federation. The adoption of such a law is a gross violation of the Constitution of the country.

3. The law grossly violates the right of Orthodox Christians to freely practice their religion (Article 28 of the Constitution of the Russian Federation).

Orthodox citizens in the majority do not accept number identification, since they regard it as an unacceptable substitution of a Christian name from the point of view of faith.

An attempt by a number of officials to justify themselves by saying that “your name remains with you” is slyness. The essence of the substitution lies in the fact that it is the number that becomes the main sign for identifying a person, that is, in fact, a person is deprived of a name in order to exercise rights and obligations in the social sphere, to perform legally significant actions in relations with the state. A person who has a surname, name, patronymic, in relations with the state is identified (= named) by the number (SNILS), and forced to agree with it (against his will), because otherwise he is completely deprived of social benefits.

The validity of these concerns is confirmed by the regulatory framework. Thus, the Decree of the Government of the Russian Federation of February 14, 2017 N 181 approved the Regulation "On the unified state information system of social security" (EGISSO). This act fixed that the identification of citizens in the EGISSO is carried out on the basis of SNILS. SNILS not only comes first in the list of data about a citizen (clause 1.1.), But also, as an "identifier" for the future, takes out the last name, first name, patronymic, since the latter are entered into the USISSO system exclusively "for the initial verification of information about the citizen" (see 1.2).

As noted in the Position of the Russian Orthodox Church in connection with the development of technologies for recording and processing personal data, adopted by the Council of Bishops of the Russian Orthodox Church on February 4, 2013: “The Church considers unacceptable any form of forcing citizens to use electronic identifiers, automated means of collecting, processing and recording personal data personal confidential information. The realization of the right to access social benefits without electronic documents must be provided with material, technical, organizational and, if necessary, legal guarantees.”

4. Vague norms of the law that encroach on privacy.

This provision provides for the possibility of entering vague “information about a registered person” into the electronic database. What is meant? Information, not only directly mentioned in the law? 5. Violation of the country's strategic documents.

5.1. In sub. "e" p. 40 of the Strategy for the Development of the Information Society in the Russian Federation for 2017 - 2030 (approved by Decree of the President of the Russian Federation of May 9, 2017 No. 203) provides for the "development of technologies for electronic interaction between citizens, organizations, state bodies, local authorities along while maintaining the possibility of interaction between citizens and these organizations and bodies without the use of information technology.” The law grossly undermines the right of citizens to interact with state bodies in the traditional manner without the use of electronic number identifiers, since it implies the mandatory assignment of a number to a citizen and the electronic transfer of his personal data upon any fact of a citizen applying for a public service.

However, according to paragraph 2 of part 1 of Art. 6 of the Federal Law No. 210-FZ “bodies providing public services and bodies providing municipal services are required to: ... ensure that the applicant can receive state. or municipal services in electronic form, unless prohibited by law, as well as in other forms provided for by the legislation of the Russian Federation, at the choice of the applicant. The new law deprives citizens of these rights, since it directly establishes the obligation of a citizen to submit a numbered identifier to the body providing public services at the request of the body!

5.2. According to the National Strategy security (approved by Presidential Decree No. 683) “the strategic goals of ensuring nat. security in the field of improving the quality of life of Russian citizens are ... the satisfaction of the material, social and spiritual needs of citizens.

According to paragraph 115 "The main indicators necessary to assess the state of national security are the satisfaction of citizens with the degree of protection of their constitutional rights and freedoms, personal and property interests."

Depriving citizens who do not accept a number identifier of many constitutional rights is a violation of these provisions; and taking into account the fact that in the Russian Federation about 75% of the Orthodox, is a real threat to national security.

Slavic words derived from the letter dick, have only a positive meaning: cherub, heroism, which means heroism, heraldry (respectively, heraldry), etc.

In its turn, Omega on the contrary, the end, the end or death mattered. This word has many derivatives, so "omega" means eccentric, and disgusting means something very bad.

In this way, dick and Omega, enclosed in a circle, and were a symbol of this circle. Look at their meanings: start and end. But a circle is a line that has neither beginning nor end. However, at the same time, it is both the beginning and the end.

There are two more letters in this "enchanted" circle, which we know in the Old Slavonic alphabet as Tsy and Worm. The most interesting thing is that these letters have a dual meaning in the Old Slavonic alphabet.

So positive Tsy can be expressed in the words church, kingdom, king, caesar, cycle, and in many more similar in meaning synonymous words for these meanings. At the same time, the letter Tsy meant both the kingdom of the earth and the kingdom of heaven. At the same time, it was used with a negative connotation. For example, “poop!” - shut up, stop talking; “tsiryukat” - screaming, wailing and “tsyba”, which meant an unstable thin-legged person and was considered an insult.

Letter Worm also has both positive and negative features. From this letter came such words as chernets, that is, a monk; forehead, bowl, child, person, etc. All the negativity that could be splashed out with this letter can be expressed in such words as a worm - a base, reptile creature, a worm - a belly, a devil - an offspring and others.

Having studied the alphabet from the very beginning, we can come to the conclusion that Constantine left his descendants the main value - a creation that encourages us to strive for self-improvement, learning, wisdom and love, traversing the dark paths of malice, envy and enmity.

Now, opening the alphabet, you will know that the creation that came into being thanks to the efforts of Constantine the Philosopher is not just a list of letters that begin words that express our fear and indignation, love and tenderness, respect and delight.

The Old Slavonic alphabet existed many hundreds of years ago, back in the days of Ancient Russia. It was in this language that our ancestors spoke, and it got its name "alphabet" because of the combination of two letters "az" and "beeches", which mean the first letters of our alphabet "A" and "B".

The events that led to the emergence of the Slavic alphabet date back to 862, when Christianity was first talked about in Russia. At that time, Prince Vsevolod was in power, who ordered to send his ambassadors to Byzantium to Emperor Michael, in order to ask him to send preachers of the Christian faith to Great Moravia. The reason for such a request was that the people could not independently understand the essence of Christianity, since all the Holy Scriptures were written in Latin.

In order to somehow help the Slavs, the Byzantine emperor Michael sent two brothers to Russia - Methodius and Cyril. The second of the brothers received his name "Cyril" after he took monastic vows. The choice fell on Cyril and Methodius for a reason. The brothers were born in Sopouni (the Greek version of "Thessaloniki") in the family of a military leader. For that time, they had a very good education, besides, Cyril studied at the imperial court of Michael the Third, and spoke four languages: Arabic, Greek, Slavic and Jewish. Cyril's real name is Konstantin, and for his ability to initiate others into all the secrets of philosophy, he received the nickname Konstantin the Philosopher.

As for the second brother, Methodius, he took a different path and began his career with military service. He also tried himself as the ruler of one of the regions, which was inhabited by the Slavs. In 860, Methodius, together with his brother Cyril, went to the Khazars to spread Christianity in their lands, as well as to discuss some important agreements.

Writing in those years was very bad. In order to somehow convey the essence of Christianity to the common people, and not to teach them Latin, Cyril and his brother had to create their own written signs of the Slavic language. The Slavic version of the Holy Scriptures was simply necessary for people to understand the Christian faith. As a result, Cyril and Methodius created the first Old Slavonic alphabet in 863.

There are two versions of the alphabet - Glagolitic and Cyrillic. Even today, historians argue about which of these options belongs to Cyril, and which one appeared a little later. After creating the alphabet, Methodius and Cyril set about translating the entire Bible into Slavonic. This alphabet gave a lot to the Slavs, and its value is enormous. After its appearance, people were able not only to competently speak their own language, but also to read books, to form the literary basis of the language. Many words have survived to this day, and they can often be found in Russian, Belarusian and Ukrainian.

Even before the appearance of Cyril and Methodius in Russia, the Slavs had their own signs, with which they transmitted knowledge or messages. The Slavic alphabet contained letters that coincided with certain words. Even the word "Azbuka" itself came from a combination of two words "az" and "beeches", which mean the first two letters of the alphabet - "A" and "B".

The very first Slavic written symbols were scratched on the walls of the churches of Pereslavl, and they were depicted in the form of pictures. This event took place already in the IX century. Two hundred years later, the symbols appeared in Kyiv, on the walls of St. Sophia Cathedral. Now they tried to interpret the signs and even make a written translation.

A new stage in the formation and development of the alphabet was associated with the advent of printing. The first printed alphabet that appeared in Russia was already in 1574. The name of the person who published it is Ivan Fedorov. The first printed alphabet was called "Old Slavic alphabet".

Christianity and writing - what is the connection?

The Old Slavonic alphabet was of great importance for the Slavs, because thanks to it they were able to penetrate deeply into the Christian faith, to know its essence and even give it their heart. Most scientists agreed that if Cyril and Methodius had not created the first written alphabet, then Christianity in Russia would not have appeared, or at least not so quickly. The gap between the appearance of the alphabet and the adoption of Christianity is 125 years, and during these years there was a huge leap in self-knowledge. From polytheism, people came to faith in the One God, sacred books appeared in Russia, people learned to read them, thanks to which Christianity spread with great speed.

The year of the creation of the alphabet among the Slavs is 863, and Christianity in Russia was adopted in 988. It was at that time that Grand Duke Vladimir announced to his people that now everyone would believe in the One God, and any manifestation of polytheism would be severely punished.

What secret lies in the Old Slavonic symbols?

Some scientists are inclined to believe that a special cipher is contained in the ancient signs of the Old Slavonic alphabet, by solving which you can get special religious and philosophical knowledge. All of them taken together represent a clearly folded complex system, which is built on logic and mathematical calculations. There is also an opinion that the Slavic alphabet is not just a set of characters and individual elements, but a single inseparable system. The Old Slavonic Cyrillic alphabet was created according to the uncial Greek writing system, and consisted of 43 letters. 24 letters were borrowed from the Greek unique, and the remaining 19 letters were created by Methodius and Cyril themselves. It was difficult to invent new characters, but it was also a necessary measure, since most of the Slavic sounds were not similar to the Greek language. Thus, Cyril either borrowed letters from other languages, or invented them himself, choosing a more convenient form for the Slavs.

"Higher" and "Lower" part of the Old Slavonic alphabet

As mentioned earlier, each letter had its own special meaning. That is why the Cyrillic alphabet is conditionally divided into two parts: higher and lower. The upper part began with the letter "az" (A) and ended with the letter "fet" (F). their names were people-oriented, as these words were understood by everyone. The lower part began with the letter "sha" and ended with the letter "Izhitsa". This set of letters received such a definition because they were left without a cipher match, which means that in order to penetrate into their deep essence, it is necessary to carefully study and analyze all the nuances. The alphabet created by Cyril and Methodius is a real book on self-improvement, because in order to understand the meaning of all the letters and penetrate into their essence, one needed great patience, a large amount of knowledge and painstaking work.
