When do you need a birth certificate?


The first document in the life of every person is a birth certificate. It completely replaces the passport and is the main document proving the identity of the child up to the age of 14, and after the passport is issued, it by no means becomes a useless piece of paper gathering dust on the shelf. What kind of document it is, how it is drawn up and why it is needed, we will consider in this article.

As the name implies, this is a document that is issued at the birth of a child and contains the last name, first name, patronymic of the baby, date and place of his birth, information about the parents (full name, citizenship). In addition, information is entered on the state body that registered the birth and issued the document, the number of the entry in the register and the date of issue.

Until the moment of obtaining a passport, a birth certificate is a document that cannot be dispensed with; First of all, this concerns parents: wherever they turn, it will be necessary to confirm the right to represent the interests of a small citizen.

Therefore, along with their passport, mom or dad are required to present a birth certificate of the child. Registration of the necessary documents for children (for example, SNILS or compulsory medical insurance policy) is the simplest example of this.

Obtaining a passport is not yet an indicator of complete independence, since citizens aged 14 to 18 are considered children and in many cases their interests are represented by their parents, which means that a birth certificate and a passport are of equal importance for people of this age category. However, there are differences between these documents:

  1. Information about parents. The certificate, as already mentioned, contains this data. With a passport, the situation is a little different: the child's passport does not contain information about the father and mother, but in the parents' passports, information about children must be entered on a special page.
  2. Registration (in other words, registration of the child). The mark on the address of registration is made only in the passport.
  3. Photo. It is in the passport, but not in the certificate.

The next important point is what a birth certificate looks like. Previously, it was issued in the form of a small book and filled out manually. Now this is a sheet of 181 × 252 mm format, and it is filled, as a rule, on a computer.

Why is this document needed?

Any adult probably knows why a birth certificate is needed in Russia. And this applies not only to those who have children, but to all adult citizens without exception.

The main purpose of the certificate is as follows:

  • confirm the very fact of the birth of a person and the registration of this event;
  • record the personal data of the child;
  • reflect the family ties between the newborn and his parents.

Children, as a rule, have little interest in what documents they have, whether they have any at all, and, most importantly, what they are for. Most of the time, these questions are raised by parents. Here, they will just find useful information about the cases in which a children's birth certificate is required in the Russian Federation.

Let's start with the fact that without this document it is impossible to apply to any state institution. However, in paid institutions specializing in working with children (medical centers, kindergartens, developing clubs, foreign language courses, etc.), most likely, similar requirements.

Here is just a small list of when and where a child's birth certificate is presented:

  • Pension fund of the Russian Federation. As a rule, during the first months of a baby’s life, SNILS is issued in his name (previously it was called a pension certificate), and information is taken from the birth certificate;
  • children's polyclinic (when attaching a child to a medical institution);
  • MFC or an organization that enrolls and issues vouchers to preschool and school institutions;
  • school;
  • execution of a notarized power of attorney from the parent, if the child travels outside the Russian Federation with another parent. Since the birth certificate is an identity document and contains information about the parents of the child, the notary will definitely ask you to provide it along with the parents' passports;
  • buying tickets, booking hotels, purchasing travel packages;
  • when calling an ambulance.

Why does an adult need a birth certificate?

If everything is clear with regard to children, then with adults the situation is slightly different. Most of the population adheres to the following point of view: why might an adult need a birth certificate if they have a passport. But, contrary to popular belief, these documents are not equivalent and in no way replace each other. Of course, the passport contains almost the same personal data, but there is no information about the parents in it.

Here are just a few examples of when a birth certificate is needed:

  • obtaining Russian citizenship. The presence of a child or parent - a citizen of the Russian Federation allows you to obtain citizenship in a simplified manner, and the only way to prove kinship (of course, in addition to DNA testing) is to present a birth certificate;
  • registration of inheritance;
  • some organizations allow the implementation of certain actions on behalf of parents or children without a notarized power of attorney, limited to the requirement to provide a birth certificate; for example, visa centers sometimes meet the needs of citizens, allowing parents to apply for children's documents and vice versa;
  • litigation. This mainly concerns disputes between relatives.

Of course, the list is not exhaustive; in the course of life, a lot of situations can arise for which it is impossible to prepare in advance. Whatever the circumstances, it is highly undesirable to lose, spoil or destroy (and you never know what can be done with a birth certificate) such an important document.

What information does

In this part of the article, we will consider in more detail what information is entered in the birth certificate.

Number and series

Almost every document issued by government agencies has the details or, in simple terms, the identification data of the form itself.

In this case, we are interested in what the details of a birth certificate are. It is by them that you can establish the authenticity of the certificate, they are also indicated when filling out various applications, questionnaires, etc. So, the standard form has three main details: date of issue, series and number.

Let's start with the first one. After information is entered in all columns of the form, the day, month and year of filling must be indicated. This is the date of issue - one of the key, but not the main requisites.

It is very difficult to find a certificate only by the date of issue, but the task is greatly simplified if there is information about the series and number of the form.

The number of each form is unique: it is impossible to issue two documents with the same numbers (naturally, in the absence of errors and, moreover, falsifications). But the series can be the same for many documents.

Citizenship

Previously, Russian citizenship was confirmed by a special document of a small format, which was inserted or pasted into a birth certificate. It was possible to get it in the divisions of the migration service or passport offices.

In April 2007, the insert was canceled, and now the child's entry into Russian citizenship is confirmed by a corresponding mark on the back of the certificate.

Nationality of the child

The nationality of the child is not indicated in the document, but the parents have the right to choose: if the mother or father expresses their desire and consent, information about their nationality can be entered there.

Information about parents

If the parents are legally married, either of them can apply to the authorized bodies to register the birth of the child. In this case, information about the father is entered on the basis of a marriage certificate, and information about the mother is entered in accordance with one of the documents confirming birth:

  • certificate from a medical institution containing information about the newborn (medical birth certificate);
  • statements of the person who was present at the birth, if they took place outside the medical organization.

A similar procedure is provided for cases where the marriage between the parents is dissolved, declared invalid by the court, or one of the spouses has died. But there is a significant caveat: from the moment of these events to the birth of a child, no more than 300 days should pass. In addition, in addition to the marriage certificate, you will need to submit a document confirming its termination.

A slightly different procedure is provided for those parents who have not registered their relationship. Information about the mother is also entered on the basis of medical documents, but information about the father can be reflected in accordance with the act of establishing paternity or at the request of the mother (if paternity has not been established). At the request of the mother, information about the father may be completely absent.

Place of birth and place of registration

The standard forms of most documents provide a list of information that should be reflected in them: in particular, this is the place of birth and the place of state registration in the birth certificate of children.

The functions of birth registration and the issuance of relevant certificates are entrusted to the civil registry offices (hereinafter referred to as the ZAGS). The general registration procedure gives parents the right to choose which department of the registry office to apply to: at the place of birth of the child or at the place of residence of the parents (one of them).

The legislation provides for the procedure for obtaining a certificate for a newborn who was born in unusual conditions:

  • if the baby was born on an airplane, train, etc., registration is carried out at the place of residence of the parents (one of them) or at any registry office along the route of the vehicle;
  • if the child was born in a remote area (polar station, expedition, etc.), where there are no registry offices, registration can be made at the place of residence of the parents (one of them) or at the registry office closest to the place of birth of the child.

A small clarification on how to correctly fill in the place of birth in the child's birth certificate: the procedure for filling out the acts provides that the actual place where the child was born or was found is indicated.

In special cases, the place of birth may be:

  • place of residence of parents / one of them - can be indicated at the request of the parents / parent, if they live in a rural settlement;
  • place of state registration - in cases where the child was born while traveling by means of transport (airplane, train, bus).

How to get

Probably, many moms and dads are wondering if it is difficult to get a certificate in 2017. Let's hasten to reassure them: the process of drawing up a document has recently been gradually simplified. If earlier it was possible to obtain a certificate only by contacting the registry office in person, now it is much easier to do this. Now you can contact the multifunctional center of public services or use the portal of state and municipal services. Some medical institutions even organize the acceptance of documents and the issuance of ready-made certificates.

Provisional Certificate

Those who have become parents for the first time have a lot to learn: not only about the rules for caring for a newborn, vaccinations, upbringing and development, but also about what documents need to be issued for the baby, what certificates will be issued to the new mother in the maternity hospital and where to go after discharge. It will probably be useful to give some clarifications and clarify the name of the birth certificate that is issued in the maternity hospital.

No matter how trite it may sound, the certificate is called medical, it contains all the necessary information about the newborn and his state of health.

Subsequently, the medical certificate is presented to the authorized bodies for the issuance of a birth certificate, but in no case replaces it.

We can say that this is only a temporary birth certificate (although there is no such concept in the legislation), which must be replaced with a generally accepted document.

Replacement

There are situations when it is required to make changes to the existing birth certificate.

Reasons for replacement include:

  • change of personal data (last name, first name, patronymic);
  • change of personal data of the father;
  • errors.

How to get a duplicate

What to do if you need not to replace, but to re-obtain a previously issued certificate? As a rule, such a need arises when the original document is hopelessly damaged or lost. Regardless of the reasons, the algorithm of actions will be the same: contacting the authorized body and obtaining a repeated certificate marked "Duplicate" in the upper right corner of the form.

Apostille

An apostille is required in cases where some actions are planned, one way or another related to the child's departure outside Russia (a trip to a foreign camp, vacation, permanent residence). The presence of an apostille - a special stamp - on the birth certificate confirms that the document is valid and legally issued.

lamination

The birth certificate is issued on a paper form, which, of course, is short-lived. Over time, scuffs and kinks appear. Not only does this spoil the appearance of the document, but also the information becomes difficult to distinguish. That is why many parents find a simple and seemingly harmless solution to the problem - lamination.

However, the opinions of the townsfolk and representatives of the services to whom such documents are provided differ greatly: the joy of the former is overshadowed by the indignation of the latter. Often such conflicts end with a refusal to pass the border, the purchase of other tickets and the receipt of a new certificate.
