In pursuance of the Federal Law of May 27, 1998 No. 76-FZ “On the status of military personnel,” on November 12, 2015, a new Order of the Minister of Defense of the Russian Federation of October 21, 2015 No. 630 “On the procedure and conditions for professional retraining in one of the civilian specialties” was registered with the Russian Ministry of Justice certain categories of military personnel - citizens of the Russian Federation performing military service under a contract." The order comes into force on November 28, 2015. This order defines the procedure and conditions for professional retraining in one of the civilian specialties of military personnel - citizens of the Russian Federation, serving under a contract.

Professional retraining is carried out subject to the total duration of military service of a serviceman in calendar terms of 5 years or more (not counting the time of study in military professional educational organizations and military educational organizations of higher education) in the year of dismissal from military service upon reaching the age limit for military service, expiration duration of military service, health status or in connection with organizational and staffing events.

It has been established that retraining in one of the civilian specialties is carried out by the military educational organization of higher education of the Russian Ministry of Defense under additional professional retraining programs lasting up to 4 months. Military personnel who have expressed a desire to undergo professional retraining submit a report to the commanders (chiefs) of military units. In this case, the report must be submitted by the person being dismissed from military service:
